feat: runtime commit restore decisions before execution publication

Persist explicit restore commit evidence, reconcile canonical write uncertainty, and publish the same prepared controller before Accepted. Keep owned cleanup and publication failures distinct. Preserve optional transport/store feature boundaries and adapt external controller constructors.
