+Hardened public pod::hook actions for plugin/feature exposure. Public hooks no longer expose raw Item injection or no-result pre-tool skip; public pre-tool deny maps to synthetic error results; internal interceptor capabilities remain internal. Added focused Pod-layer hook tests; reviewer blocker fixed and rereview approved.
